New York has a huge opportunity this year to lead the nation on campaign finance reform with small donor matching. The Fair Elections campaign, with a robust and aggressive field component, won language in the state budget creating a statewide public financing program, but the details, which really matter, were left to a Commission to decide by December 1. Their recommendations will be binding, unless the Legislature acts within a subsequent 22-day window.
The strength of the final program — whether by Commission, legislation, or a combination of both — will be determined by the strength of the Fair Elections campaign, and specifically, its field operation, led by of-color community-based organizations. The strategic partnership of a broad-based movement with allies shaping the public policy will also be critical to delivering meaningful change in New York and, in the coming years, federally and across the nation.
