What’s the Real Impact? Ballot Measures and Turnout

After the 2014 election, minimum wage increases passed in select states, but candidates who supported those measures in those same states failed to win. The question around the impact of ballot measures on turnout is significant and not always simple. This briefing is a discussion with the Ballot Initiative Strategy Center (BISC) about their investigation into existing research, what we do and do not know about the causal relationship between ballot measures and voter turnout, and what next steps we need to take to learn more.
